A good question because I have heard from a number of people that have complained about message boards, websites etc that use cookies to track users.
And I find now with the new Internet Explorer, if the privacy level is set anything higher then low, many websites are excluded out and IE gives either a warning or just doesn't except the cookie period.

I found this:
